There have been users that successfully built a suit themselves even without hard technical knowledge, but it does require some patience and determination.
There are currently different versions of the hardware available to be built, and others under development. The best choice at the moment is to go with @valor's mini KCeptor with @ShiroSaki's Hub-Hat.
The general process is described in the wiki, let us know if you get stock at some point. You basically need to get the electronic components (be sure to pick the correct BOM for the version you are planing to build, if not sure just ask for confirmation here). You also need to get the PCBs, to do that you need to get the GERBER files of the version you are planning to build and send them to a manufacturer. You also need to get some basic lab equipment. One of the main tools you will be using is a hot air soldering station (or perhaps a reflow oven), there are also many small tools that are good to have like tweezers, and others that will make you life easier, like a microscope
You will also find several WIP logs of the building process, such as @NGWORKS one ( link ), or @YJBeetle's one which uses a more advanced lab equipment ( link ) just to name a few of the most recent ones.
Yes the capture can be applied to any avatar. What you get is an armature in blender with an animation. You can then do the skinning for another mesh.
