This was solved for me. But I wanted to post it for those who encounter this problem. In my case I am using two large TVs connected to my Alienware Aurora R8. Both were connected to a USB to HDMI converter. My VR headset Oculus Rift S was connected to the GPU. After installing Blender 2.83 I double clicked on the shortcut to open it. Blender would open and then close. I read around on the internet some and some were saying to update the GPU. I had the latest drivers. I then moved one monitors HDMI cable to the GPU HDMI out. Then when I tried to start Blender, it worked. While not Chordata related, I hope this helps someone who encounters a similar problem with Blender 2.83. This post can be flagged solved.
